Captain Phil S. Sargent- Jail Administrator/Training
The Detention Division
of the Pickens County Sheriff's Office consists of 31 full-time
officers, which include 27 officers assigned to the Detention
Center, and 4 officers assigned to the Courthouse Security Team.
Detention Officers must be certified by the South Carolina Criminal
Justice Academy (SCCJA) as a Class 2 Correctional Officer (Class 2
C/O) within one year of employment. This Class 2 certification
consists of a 3-week training course specifically designed to train
officers with the necessary knowledge, skills, and abilities to
perform duties as detention officers. Some of the basic areas of
training include inmate rights, prisoner transport, powers of
arrest, recognition of contraband, use of force, firearms, use of
chemical sprays, cell searches, etc. Class 2 C/O's have limited
authority of arrests on the Detention Center grounds, while
transporting inmates, and when an offense interferes with any
operation or security of the Detention Center.
Some of the officers in the Detention
Center also possess a Class 1 certification (Class 1 LE/CO). Class 1
LE/CO are fully commissioned Deputy Sheriff Officers which are
certified Corrections Officers. These officers, in addition to
obtaining the Class 2 C/O certification, have been certified by the
SCCJA in Basic Law Enforcement. These officer possess full
commissions which allow them to make arrests, serve warrants, etc.,
just like other deputies or any other law enforcement officer. The
Basic Law Enforcement training consists of 9 weeks of intense
training in law, suspect's rights, patrol procedures, search and
seizures, drug identification, defensive tactics, firearms training,
EVO (Emergency Vehicle Operation), etc.
All Detention Officers (Class 1 C/O and Class 2 LE/CO) must
retain their certifications by attending In-Service Training
annually. Detention Officers must have a minimum of 40 hours
annually for 3 years to retain their certification. This training
must include first aid and CPR.
The Courthouse Security Team consists of four officers
specifically assigned to Family Court and two additional Deputy
Sheriffs for site security.
The Detention Center and staffing are supervised by Capt. Phil
Sargent, who serves as the Jail Administrator, and Lt. Keith
Galloway, who serves as the Detention Center Manager.
